1. Patient Rights
A. Right to Receive Medical Treatment
Patients have the right to receive appropriate healthcare services for the protection and promotion of their health. They shall not be discriminated against in their health-related rights based on gender, age, religion, status, or economic circumstances. Medical professionals may not refuse treatment without justifiable reason.
B. Right to Know and Self-Determination
Patients have the right to receive sufficient explanation from their attending physician, nurse, and other medical staff regarding their condition, treatment methods, participation in medical research, organ transplantation, potential side effects, expected outcomes, and medical costs. They may ask detailed questions and have the right to decide whether to consent.
C. Right to Confidentiality
Patients shall not have their physical, health-related secrets, or privacy violated in connection with medical treatment. Medical professionals and institutions may not disclose or publish such secrets without the patient's consent, except in cases prescribed by law such as criminal investigations.
D. Right to Request Consultation and Mediation
In the event of disputes related to medical services, patients may request consultation and mediation from the Korea Medical Dispute Mediation and Arbitration Agency or similar institutions.
2. Patient Responsibilities
A. Duty of Trust and Respect Toward Medical Professionals
Patients must accurately inform medical professionals of their health-related information and trust and respect the treatment plans of medical professionals.
B. Duty Not to Receive Treatment Through Fraudulent Means
Patients must identify themselves before receiving treatment and shall not receive treatment through false or fraudulent means, such as using another person's identity.
